The top of an embankment next to an overpass? It is Capitol Blvd S., just before it merges with the 5 freeway going south near Tumwater Hill Park. The road is Northern Pacific if it isn't SP&S.

Line: (my beloved) Great Northern (the line between Seattle and Portland pretty much follows the same route as Interstate 5)
Location: Mima Mounds
What men up front are doing: heck if I know, but it sure looks as if they're trying to avoid putting their feet on the ground/rails/ties/ballast, if that's at all significant. The guy on the left is plainly standing on the pilot, and the guy on the right looks as if he's struggling to suspend himself out over the trackage just ahead of the pilot.

The engines are beginning their climb over one of the steepest mainline grades of it's time (3.6 - 4.5% depending on different sources).
